## 7. Governance Review Flow

1. Start each weekly review from [docs/phase-tracker.md](docs/phase-tracker.md).
2. For each active phase, review the corresponding execution checklist first.
3. Use sprint task breakdown to validate owner assignment, dependencies, and critical-path risks.
4. Verify evidence checklist closure in each phase before changing phase status to done.
5. Record unresolved risks and carryovers in the next phase planning review.

## 8. Program Completion Criteria

The Phase 11-15 program is considered complete when all conditions are met:
- All phase status rows (11-15) are set to done in [docs/phase-tracker.md](docs/phase-tracker.md).
- All phase evidence checklists are fully checked.
- No critical open defects remain in scope capabilities.
- Cross-functional sign-off captured (Architecture, Security, Compliance, Operations, Product).
- Remaining gaps from [docs/business-requirement-gap-analysis.md](docs/business-requirement-gap-analysis.md) are marked closed.
